PCS to JBSA: A Home Buyer’s Guide

PCS to JBSA: A Home Buyer’s Guide

You got the orders:

PCS TO JBSA.

First thought:

“Awesome. San Antonio!”

Second thought:

“Wait... where exactly is JBSA?”

😂

That's actually a very important question.

Because Joint Base San Antonio isn't one single military installation in one part of town.

JBSA includes several major installations, including:

✈️ JBSA-LACKLAND

✈️ JBSA-RANDOLPH

JBSA-FORT SAM HOUSTON

And where you're reporting can make a huge difference in how you approach your San Antonio home search.

So before you start saving houses online because:

“That kitchen looks amazing!”

let's build a PCS home-buying plan.

First: Welcome to San Antonio

San Antonio has a massive military presence.

Military families PCS into and out of this area constantly, which means the real estate process often has to work around:

Orders

Report dates

Leave

Temporary lodging

Household-goods shipments

VA financing

Remote home shopping

and everyone's favorite military planning variable:

ORDERS CHANGING.

😂

Buying during a PCS isn't just a real estate transaction.

It's a logistics operation.

What Exactly Is JBSA?

Joint Base San Antonio brings several military installations together under the JBSA structure.

For home buyers, the three names you're most likely to hear are:

JBSA-Lackland

JBSA-Randolph

JBSA-Fort Sam Houston

There are additional JBSA locations and facilities, but these three installations are major anchors for many incoming military households.

And they're not sitting next door to each other.

THAT MATTERS.

Step 1: Tell Me Where You're Actually Reporting

If you call me and say:

“Jay, I'm coming to JBSA.”

I'm going to ask:

“WHICH INSTALLATION?”

😂

Because somebody working at Randolph may build a very different housing search than somebody working at Lackland.

And somebody assigned to Fort Sam Houston may have different geographic priorities again.

Before we talk houses:

IDENTIFY THE DUTY LOCATION.

JBSA-Lackland

JBSA-Lackland is located on the western/southwestern side of San Antonio.

If you're assigned there, we can build your home search using objective criteria such as:

Your desired commute

Budget

Home size

New construction vs. resale

Lot size

Highway access

and other factors important to you.

Don't just search:

“Homes near Lackland.”

Define what near means to you.

Ten miles?

Twenty?

A certain driving time under typical conditions?

That's much more useful.

JBSA-Randolph

JBSA-Randolph is northeast/east of central San Antonio.

Again, that changes the map.

Depending on the search criteria you choose, you may investigate housing options in San Antonio and surrounding communities.

The key isn't:

“Where should military families live?”

The key is:

“WHICH AVAILABLE HOMES MATCH YOUR CRITERIA?”

Price.

Payment.

Distance.

Property type.

Lot.

Commute.

New construction.

That's how we build the search.

JBSA-Fort Sam Houston

Fort Sam Houston is closer to central San Antonio than Randolph or Lackland.

That means somebody assigned to Fort Sam can have yet another set of housing possibilities depending on:

Budget

Desired commute

Home style

Property age

New construction preferences

and:

How far from the installation they're comfortable living.

Again:

START WITH YOUR PRIORITIES.

Not somebody else's idea of the “best” place.

Don't Choose a Home Based Only on Miles

This is important.

Suppose House A is:

12 miles from your duty location.

House B is:

18 miles away.

Does that automatically mean House A has the better commute?

NO.

Road access, routes, traffic, construction, gate access, time of day and your work schedule can all matter.

So instead of relying only on:

MILES

look at:

THE ACTUAL ROUTE.

Your Work Schedule Matters Too

A traditional 8-to-5 commute isn't the same as:

Early-morning PT

Shift work

Medical schedules

Training schedules

or:

Irregular military hours.

So when evaluating commute options:

USE YOUR ACTUAL LIFE.

Not somebody else's commute.

Step 2: Decide Whether You're Buying or Renting

Getting PCS orders doesn't automatically mean you should buy.

And it doesn't automatically mean you should rent.

Ask:

How long might I reasonably expect to be here?

Am I financially ready?

Do I want the responsibilities of homeownership?

Do I have savings beyond the transaction?

What would renting cost?

What would owning cost?

What happens if I PCS again sooner than expected?

Those are better questions than:

“IS BUYING ALWAYS BETTER?”

It isn't.

Step 3: Understand Your BAH—But Don't Let BAH Choose the House

Military buyers naturally look at:

BAH.

And yes, BAH is important when building your household budget.

But:

🚨 BAH IS NOT A HOME-PRICE CALCULATOR.

Don't say:

“My BAH is $2,500, so I should get a $2,500 mortgage payment.”

Your household finances are bigger than one allowance.

Consider:

Income

Debt

Savings

Utilities

Transportation

Food

Insurance

Family expenses

Future goals

and your personal comfort level.

Mortgage Payment vs. Total Housing Cost

Another important distinction.

Your mortgage-related housing payment may include:

Principal

Interest

Property taxes

Homeowners insurance

and possibly:

Mortgage insurance

HOA dues

or other costs.

Then homeownership itself can bring:

Maintenance

Repairs

Utilities

and other expenses.

So don't ask:

“What house can my BAH buy?”

Ask:

“WHAT TOTAL HOUSING COST FITS MY BUDGET?”

Much better question.

Step 4: If You're Using VA, Start Early

For eligible military buyers, the VA home loan benefit can be a powerful financing option.

Depending on eligibility, entitlement, lender approval and the property, benefits can include:

🇺🇸 NO VA-REQUIRED DOWN PAYMENT

and:

🇺🇸 NO MONTHLY PRIVATE MORTGAGE INSURANCE

But:

$0 DOWN DOES NOT AUTOMATICALLY MEAN $0 OUT OF POCKET.

We've covered this several times because it's that important.

Get Your COE

Your:

CERTIFICATE OF ELIGIBILITY

helps establish your eligibility for the VA home loan benefit and provides entitlement information.

Your lender may be able to obtain it electronically, or you can request it through VA.

But remember:

COE ≠ PRE-APPROVAL.

Your lender still reviews your financial qualification.

Already Have a VA Loan?

Don't automatically assume:

“I used VA already, so I can't use it in San Antonio.”

As we discussed in Blogs #29 and #38, VA benefits may be reused, and some borrowers may have remaining entitlement even while another VA loan is outstanding.

Your lender needs to review your actual:

COE + ENTITLEMENT.

Don't disqualify yourself.

Step 5: Build Your Comfortable Payment

This should happen before serious house hunting.

Not:

“What's the most they'll approve me for?”

Instead:

“WHAT PAYMENT DO I WANT?”

Then we can reverse-engineer the home search.

Maybe your lender approves you significantly higher than the amount you're comfortable spending.

Great.

YOU DON'T HAVE TO USE ALL OF IT.

😂

Step 6: Create Your JBSA Home Search

Now we combine:

Duty location

Comfortable payment

Purchase-price range

Desired commute

Bedrooms

Bathrooms

Garage

Lot

Home age

New construction vs. resale

Must-have features

That's a real search.

Try the Three-List Method

This works especially well for PCS buyers.

🔴 MUST HAVE

Things you genuinely need.

Maybe:

3 bedrooms

Garage

Home office

Specific geographic search boundary

🟡 WOULD LIKE

Important, but negotiable.

Maybe:

Large kitchen

Covered patio

Extra bedroom

Larger yard

🟢 BONUS

Things you'd love but aren't going to lose the right house over.

Maybe:

Three-car garage

Game room

Outdoor kitchen

Pool

This prevents you from rejecting a great home because:

“The backsplash isn't my favorite.”

😂

Step 7: Resale or New Construction?

San Antonio gives many buyers the opportunity to compare both.

🏠 RESALE

Potential advantages can include:

Established property

Existing landscaping

Existing neighborhood infrastructure

Potential seller negotiation

and:

Potentially faster availability depending on the transaction.

🏗️ NEW CONSTRUCTION

Depending on inventory and builder:

New systems

Builder warranty

Current design

Available inventory homes

and potentially:

Builder incentives.

Neither is automatically better.

COMPARE THE NUMBERS AND THE PROPERTY.

Quick Move-In Homes Can Be Useful for PCS Timelines

This is where new construction can become especially interesting.

A builder may have a house that's:

Complete

or:

Nearly complete.

That can potentially fit a PCS timeline much better than starting construction from scratch.

But:

VERIFY COMPLETION.

“Available soon” can mean different things.

😂

Builder Incentives: Read the Fine Print

You may see advertising for:

Special interest rates

Closing-cost assistance

Price reductions

Rate buydowns

Upgrades

Those may be valuable.

But promotions can depend on:

Approved credit

Specific homes

Preferred lender

Contract timing

Closing deadline

and other requirements.

Don't choose a $350,000 house because an Instagram ad screamed:

“LOW RATE!”

Compare the entire transaction.

Step 8: What If You're Not in San Antonio Yet?

That's okay.

As we discussed in Blog #39:

YOU CAN START BEFORE YOU ARRIVE.

Remote home shopping may include:

Listing searches

Maps

Video calls

Recorded walkthroughs

Photos

Builder inventory

and:

Virtual meetings.

What Should Your Virtual Tour Show?

Not just the pretty stuff.

I want to show you:

Exterior

Street view from the property

Lot

Backyard

Garage

Floor plan

Room sizes

Visible condition

Ceilings

Floors

Windows

Storage

and anything else that doesn't look like the listing photos made it look.

😂

REMOTE DOESN'T MEAN BLIND.

Step 9: Make the Offer Around Your PCS Timeline

A PCS buyer may have timing considerations that another buyer doesn't.

Maybe:

You arrive November 1.

Your temporary lodging ends November 20.

Household goods arrive November 15.

Now closing date and possession suddenly matter a lot.

Tell your agent and lender your timeline.

EARLY.

Don't Make the Closing Date Too Perfect

This sounds strange.

But if your entire PCS plan collapses because closing moves by two days:

YOU DON'T HAVE A PLAN.

😂

Real estate transactions can encounter delays.

Military orders can change.

Build flexibility where possible.

Step 10: Use Your Inspection Period

Once you're under contract, the clock starts.

Texas contracts can include a negotiated termination option period when properly established.

That's commonly when the buyer completes inspections and evaluates the property.

If you're out of state:

YOU STILL NEED TO WATCH THE DEADLINES.

Remote buyer doesn't mean remote contract.

😂

Step 11: VA Appraisal

Using VA?

Your lender orders the VA appraisal.

Remember:

VA APPRAISAL = VALUE + APPLICABLE VA PROPERTY REQUIREMENTS

But:

VA APPRAISAL ≠ HOME INSPECTION.

Those are different things.

Consider your own professional inspection even when purchasing with VA financing.

Step 12: Shop Insurance

Before closing:

GET A HOMEOWNERS INSURANCE QUOTE.

Don't assume two similar homes will have identical insurance costs.

Insurance affects the overall monthly housing expense and must satisfy lender requirements.

Step 13: Don't Blow Up Your Mortgage During the PCS

PCS moves are expensive.

You're buying:

Flights

Hotels

Food

Gas

Furniture

and somehow:

$600 worth of random stuff from Target.

😂

But if you're under contract:

🚨 BE CAREFUL WITH NEW DEBT.

Before:

Opening credit cards

Financing furniture

Buying a vehicle

Taking out a personal loan

or making major financial changes:

CALL YOUR LENDER.

Step 14: Closing From Another Location

If you won't be in San Antonio for closing, tell the:

Lender

Title company

and:

Realtor

as early as possible.

Remote execution may be possible depending on the transaction, lender, title requirements and applicable law.

Military families may also sometimes use a properly approved Power of Attorney.

But:

DON'T ASSUME YOUR POA WILL WORK.

Have the appropriate professionals review it ahead of time.

Step 15: Watch for Wire Fraud

PCS buyers conduct a lot of business remotely.

That makes this especially important.

🚨 NEVER SEND MONEY SOLELY BECAUSE AN EMAIL TELLS YOU WHERE TO WIRE IT.

Independently verify wiring instructions with the closing company using a trusted phone number.

If instructions suddenly change:

STOP. CALL. VERIFY.

Your PCS-to-JBSA Checklist

Before you start:

✅ Know your exact duty location

✅ Know your report date

✅ Talk to a lender

✅ Pull your COE if using VA

✅ Determine remaining entitlement if you've used VA before

✅ Establish a comfortable monthly housing budget

✅ Compare resale and new construction

✅ Prepare for remote tours if needed

That's a much better strategy than:

“I HAVE ORDERS. SHOW ME HOUSES.”

😂

The Bottom Line

PCS'ing to Joint Base San Antonio gives you a lot to coordinate.

But your housing search becomes much easier when you break it into four questions:

🇺🇸 WHERE AM I REPORTING?

🚗 WHAT COMMUTE WORKS FOR ME?

💰 WHAT PAYMENT FITS MY HOUSEHOLD?

🏠 WHAT TYPE OF HOME DO I WANT?

Then we build the search around your answers.

Not mine.

Not another military family's.

Yours.

Whether you're heading to:

RANDOLPH

or:

FORT SAM HOUSTON

the goal is the same:

ARRIVE IN SAN ANTONIO WITH A PLAN.
